Dark Moon City remained under the control of the Opposition Faction, while Wuyou City belonged to the Scorpion King Clan. Water Curtain City was given to the Black Phoenix Clan, and Ice City was ruled by the Wolf Clan.
Rod understood well that only alliances based on economic interests could be the strongest; otherwise, everything was fleeting. Only through mutual interests and power ties could such an alliance become unbreakable and maximize its effectiveness.
Of course, once the Dark Source was pacified, the Scorpion King Clan would see Wuyou City merely as one of their bases, with their main habitats still in their original territories.
